The National Identification Agency (ANID) is organizing, from 4 October to 4 November 2023, a biometric registration test called “Proof of Concept” (POC). The objective of this mission, which aims to register at least 2000 people in the national territory, is to test the functionalities of the technological platform for biometric registration and the related business processes. Opportunity to identify technical issues that need to be addressed, as well as arrangements for the upcoming mass registration. On October 10, 2023, the NAWL Director General, Cdt. Silété Roselin Dévo, visited the registration center of EPP Adétikopé Group A, to see how the operation was proceeding.
The Togolese government, to allow the generalization of biometric identity to all natural persons in the country, Requested and obtained from the World Bank funding for the Unique Identification Project for Regional Integration and Inclusion in West Africa (WURI). Fully aligned with Ambition 1 of strategic axis 1 of the Togo 2025 roadmap, this project was put into effect on 15 September 2020 and will end on 30 July 2026. It aims to offer a unique identity to each Togolese, and guarantee health coverage and access to basic services for all.
The operationalization of the project requires the establishment of a technological platform to allow mass registration of the population. To this end, as part of the development of the biometric identification technology solution, a test called “Proof of Concept” is being organised to test the platform’s functionalities and the various business processes associated with it. This is the context for a technical pilot campaign to register at least 2,000 people, which will take place across the country from 4 October to 4 November. To this end, the Director General of the National Identification Agency (ANID), Cdt. Silété Roselin Dévo, yesterday visited the registration center of the EPP Adétikopé Group A, to see how the operation was going.
The characteristics of the “Proof of Concept”
The operation aims to ensure the capacity of the Technology Solution Provider (FST), to be able to deploy and configure the MOSIP platform, to test the basic functionalities requested by Togo, the customizations made to the MOSIP system for Togo. It is also a question of testing the business processes implemented for the country, biometric records and generation of Unique Identification Numbers (NIU), with necessary security options, the process of validation of biometric data and duplication through the ABIS platform, compliance with QR Code, etc. Before any registration, candidates will sign a consent form allowing the biometric and demographic data to be taken. The data to be collected are of a biometric nature (fingerprints and iris) and demographic (age, sex, name and first names, address, contact, email). After registration, registered persons will receive a message on their phone or email indicating the identification number. A registration receipt will be received by each registered person. Cards and unique identification number and QR code will also be received.
Operations take place from October 4 to November 4, 2023
At the end of the visit, yesterday, of the registration center of the EPP Adétikopé Group A, the director general of the National Identification Agency (ANID), Cdt. Silété Roselin Dévo, said that everything is working normally, except for some technical issues to be resolved, in accordance with the spirit of the mission, which is to identify the technical problems to be resolved and the arrangements to be made, for the mass recording that is looming on the horizon.
The “Proof of Concept” mission is scheduled to last 30 days for the field collection phase. Field operations are already taking place in the Greater Lomé and will continue in three other regions, namely: Maritime, Plateaux and Centrale. Respectively in the prefectures of Gulf and Agoè-Nyivé for the Greater Lomé, and the capitals of the prefectures of Lakes, Vo, Yoto, Zio for the Maritime, Ogou for the Plateaux and Tchaoudjo for the Central. Operations will take place from October 4 to November 4, 2023 as follows: Grand Lomé, from October 4 to 12 for 900 people to be registered, Maritime, from October 17 to 26 for 650 people, Plateaux, from October 30 to 31 for 200 people and Centrale, November 3 to 4 for 200 people to be registered. It should be noted that the registration of this test operation is accompanied by awareness sessions, for a massive and active involvement of populations in the biometric identification project.
