PRESS RELEASE FOR THE PROOF OF CONCEPT (POC) OF THE E-ID TECHNOLOGICAL SOLUTION

1- Introduction

In order to enable the generalization of biometric identity to all individuals in Togo,
the Government of the Togolese Republic applied for and obtained World Bank financing for the Unique Identification Project for Regional Integration and Inclusion in West Africa in Togo (WURI-Togo).

It has been in force since September 15, 2020, and is due to run until July 30, 2026.
development objective (ODP) of “increasing the number of people in the Togolese Republic who have
a unique proof of identity recognized by the government that facilitates their access to services”.
The project is perfectly aligned with ambition 1 of strategic axis 1 of the government’s 2020-2025 roadmap, which aims to “provide identity and guarantee health coverage and access to basic services for all”. The operationalization of the project’s interventions requires the implementation of a technological platform to enable mass registration of the population. To this end, as part of the development of the Togo e-ID technological solution, a Proof of Concept (POC) of the said technological solution is being organized to test the platform’s functionalities and various business processes.
The previous POC was successfully carried out from April 20 to May 26, 2022, with the aim of registering 1000
people to be registered throughout Togo; a new POC is planned from October 4 to
November 4, 2023 to register at least 2,000 people.

Objectives
The objectives of this Proof of Concept of the Togo e-ID technology platform are to :

Ensure the TSP’s ability to deploy and configure MOSIP;

Test the basic functionalities requested by Togo;

Test the customizations made to the MOSIP system for Togo;

Test the business processes implemented for TOGO;

Test e-ID registration and NIU generation with the necessary security options;

Test the biometric data validation and deduplication process through ABIS;

Test QR Code compliance;

Test biometric kits and their integration into the MOSIP system;

Test online and offline operations;

Test the autonomy of registration kits and accompanying accessories;

Communicate and raise awareness.

a. Field operations
The methodological approach is as follows:

Before heading out to the registration sites in each commune, the field team will hold
prefectoral officials (prefects and mayors) of the territorial administration on the objectives and
and mobilization of the target populations to be registered.

It should be noted that the registration sites are under the responsibility of the prefects, mayors and
prefectural heads of education. Prefectoral heads of territorial administration (prefects and mayors)
and mayors), education officials and traditional chiefs will be called upon to mobilize
populations.
At least 2,000 people are expected to register.

❖ Registration for POC e-ID
At each registration site, 04 biometric identification kits will be deployed. A kit consists of a computer, fingerprint reader, iris sensor, printer with scanner.

A fifth biometric kit will act as a back-up.
Four work teams will be set up, each with a biometric identification kit to capture biometric data.
Each registration kit will be operated by 02 registration operators assisted by 1 support agent under the direction of 1 supervisor. A help desk will be set up at the registration site to provide clarifications to people. This function will be performed by the supervisors, who will also provide assistance to registrants.
Prior to registration, applicants will sign a consent form enabling biometric and demographic data to be collected. The data to be collected are biometric (fingerprints and iris) and demographic (age, gender, first and last names, address, contact details, email address).
After registration, registrants will receive a message on their phone or e-mail indicating the identification number. A registration receipt will be issued to each registered person. Cards with the unique ID number and a QR code will also be received.
Teams will submit daily incident reports.

For operations, each team will have a generator to mitigate the risk of power cuts. The generators, tables and chairs will be provided by the Ministry in charge of territorial administration.
Chairs will also be available for people waiting to register.
The registration centers will be equipped with kakemonos describing the registration process, what is and isn’t allowed in the registration center, and messages about biometric identification and its advantages.

Schedule
The POC will have an overall duration of 30 days for the field collection phase.
● Field operations will take place in Greater Lomé and in three regions: Maritime, Plateaux and Centrale respectively in the prefectures of Golfe and Agoènyive for the DAGL and the chief towns of the prefectures of Lacs, Vo, Yoto, Zio (Maritime), Ogou (Plateaux) and Tchaoudjo (Centrale).
Operations will run from October 4 to November 4, 2023.
