Lakes/biometric identification project in Togo: a registration test in Aného

Aného, 18 October (ATOP) – The National Identification Agency held a biometric registration test called Proof of Concept (POC) on 17 and 18 October in Aného.

This registration operation is part of the implementation of the biometric identification (e-ID) project, an initiative of the government through its 2020-2020 roadmap2025 with the ambition to offer an identity and guarantee health coverage and access to basic services for all. It is receiving technical and financial support from the World Bank through the Unique Identification Project for Regional Integration and Inclusion in West Africa in Togo (WURI-TOGO).

The objective of this operation is to test the basic functionalities of the biometric registration technology platform and the customizations made to the system for Togo, the business processes implemented and the generation of unique identification numbers (NIU) with the necessary secure options. This is to ensure the Technology Solution Provider (TSP) has the capacity to deploy and configure the Technology Platform (MOSIP) and test the core functionality. This operation will also allow to test the validation process of biometric data and deduplication, compliance of the «QR code», the biometric kits mode online and offline and the autonomy of the registration kits and its accessories.
The registration operation consists of taking the biometric and biographical data of each person, assigning a NIU based on the demographic and biometric data of the individual, issuing a card with «QR code» then to implement authentication mechanisms.

Implemented since September 15, 2020, the biometric identification project aims to increase the number of people in the Togolese Republic who have a unique proof of identity recognized by the government to facilitate their access to social services. The advantage is to enhance transparency, efficiency and effectiveness in governance and delivery of public and private services and to assign a unique identifier to each individual allowing for an accurate demographic view. The project also has the advantage of establishing a social register of individuals and households.

The prefect of Daté Lacs Benissan-Tétévi attended this operation.
