Proof of Concept” is the name of the pilot phase of the mass biometric campaign. The government has been working on this pilot phase since October 04. The test will register around 2,000 people.
Over a period of 30 days, this quota will be registered nationwide. The schedule is as follows: Grand Lomé, from October 4 to 12: 900 people will be registered; Maritime, from October 17 to 26: 650 people; Plateaux, from October 30 to 31: 200 people and Centrale, from November 3 to 4: 200 people.
The aim of this pilot phase is to ensure the efficiency of the registration platform’s functionalities and business processes. By generating biometric numbers, the pilot phase will help anticipate any anomalies or technical problems. It therefore has the merit of enabling appropriate measures to be taken before the actual deployment of biometric identification.
The data collected falls into two main categories. The first relates to demographic data. It concerns age, gender, first and last names, address, contact details and e-mail address. The second concerns biometric data, notably fingerprints and iris scans.
Once registered, individuals will receive a message indicating their identification number, a registration receipt and a card with a QR code.
The aim of the national biometric identification project is to assign a unique identification number (NIU) to every individual of Togolese nationality or resident in Togo. It will ultimately enable Togo to improve its social protection.
