Togo adopted a draft law on the biometric identification of natural persons in 2020. This project, called “e-ID”, is a free and inclusive national identification system that does not discriminate on the basis of race, gender, religion or nationality. It is secure and reliable and is part of the government’s roadmap 2025 in its Axis 3, which aims to modernize the country and strengthen its structures by making Togo a regional reference in digital.
According to the reasons cited by the Togolese Prime Minister, this draft guarantees the protection of personal data and contains, in addition, criminal provisions incorporated into the new penal code.
Indeed, it appears to be a reliable mechanism. It consists of assigning to any natural person of Togolese nationality or resident in Togo, a unique identification number (NIU) based on its demographic and biometric data. These data and NIUs will allow the establishment of a central, secure and reliable database that will serve as a reference for verifying the identity of recipients of public, private or social services.
On October 10, 2023, a technical team from the National Biometric Identification Agency (ANID) visited the Adéticopé public primary school (EPP) to conduct a test phase before the system is deployed. More than 500 people have come forward, demonstrating the importance citizens place on this operation.
The objective of the biometric identification project is to give an identity to everyone so that anyone can live in Togo in social, economic and financial inclusion
